Meet the Team.
Dominic Folino is the President of Spectrum Strategies. Spectrum focuses on government affairs, business development, strategic planning, blockchain education, and solutions for various organizations.
Dominic founded the Pennsylvania Blockchain Coalition (PBC), a nonprofit organization comprised of blockchain allies and users in various industries working together to create a wider acceptance of this crucial technology. The PBC focuses on education and advocacy regarding blockchain technology at the state and federal levels.
Before founding Spectrum, Dominic worked in-house at a financial services firm for nearly a decade. He helped manage the firm’s political, lobbying, charitable, and community initiatives, including the political action committee and its charitable affiliate.
He began his political career working for various campaigns around Pennsylvania. Dominic also served as chief of staff to a member of the Pennsylvania House of Representatives.
Cryptocurrency and Blockchain are also a passion of Dominic’s. He is involved in various groups, including the steering committee of the US Blockchain Coalition, and is an advisor to the New Jersey, Connecticut, and Virginia Blockchain Councils. Dominic has spoken and moderated numerous panels on the subject.
Dominic is a graduate of La Salle University. He also completed the Accelerated Management Program at the Yale School of Management and holds an MBA from Villanova University.
Chris Hayes has over 12 years of experience advocating for thoughtful financial and technology regulation with US, UK, and European policymakers.
Throughout his career, he has crafted, managed, and successfully executed comprehensive plans that achieved concrete policy results. Specialties include private fund regulation, registered fund regulation, and web3/blockchain policy.
Chris has recent and extensive experience in the web3/blockchain/crypto industry, having led global government relations for a Layer-1 blockchain and US government relations (State/Federal) for a leading VC-backed NFT project. He worked extensively on digital asset and stablecoin legislation in the U.S. and Europe, including on the Markets in Crypto Assets (MiCA) legislation in the European Union. He also helped organize a coalition of leading NFT companies while seeking to craft new consumer-focused NFT regulations for these products.
Before entering the blockchain/web3/crypto world, Chris worked for many years in traditional finance advocating for private fund advisers, institutional LPs, registered funds, broker-dealers, and retail investment advisers. From 2017-2022, Chris built and led a global advocacy program for the Institutional Limited Partners Association (ILPA), its fund terms best practices initiatives, as well as led all engagement with in-house legal teams in ILPA’s members. ILPA represents over 600 institutional LPs and $2 trillion AUM in the private fund industry globally.
Chris also is active as an advisor, investor, and fundraiser in the private funds space, given his extensive network with the institutional allocator community. He serves as an advisor to Aumni, Inc., a private fund data analytics platform, and on the advisory board of Steward Asset Management, a strategic investor to emerging and diverse private equity and opportunistic managers.
Chris holds a Juris Doctor from the University of San Diego School of Law, and a B.A. in political science and legal studies from the University of Massachusetts at Amherst. He is admitted to practice law in California and the District of Columbia.
